In this report, a package of measures, some of universal application, others for local decision as to their applicability to specific issues and problems in transport are presented. A six point strategy for transport covering: transport and land use; management of demand; public passenger transport; movement of freight; environment and safety; and investment in transport is outlined. It is hoped that this will provide the basis for moving towards a balanced transport policy which is economically sound, socially acceptable and environmentally sustainable.
