Abstract

The results of the New Zealand Ministry of Transport's (MOT) Auckland Road Pricing Evaluation Study (ARPES) conducted by a consortium including Hyder Consulting Ltd are described. The unique focus of the ARPES on the social, economic and environmental impacts (positive and negative) of road pricing, the options that were considered, the comprehensive evaluation framework that was developed and applied, and the results of the study are outlined. Particular attention is given to the trade-offs that are inherent between transport and environmental benefits of pricing and the possible social (and in some cases economic) impacts.
