Abstract

The basic principles of administration and management that apply to commercial and industrial operations also apply to the administration of traffic engineering agencies. This chapter does not cover all those principles but rather focuses on the application of ones that are needed for the effective operation of a traffic engineering agency. Part A looks at the public relations aspect of traffic engineering agency operations. Part B examines the legislative authority, functions, organization, personnel requirements, and funding requirements of traffic engineering agencies, and how management controls are used in the operations of agencies at various levels of government. Part C discusses the scope government. Part C discusses the scope of the legal liability problem for traffic engineering agencies and actions an agency can take to reduce its liability risks.
