Abstract

An in-depth review is made in 18 States of the various ways in which temporary traffic control devices are employed in construction zones. It is suggested that "work-site housekeeping" may be responsible for a significant part of the problem. Also it is apparent that often the driving public is not properly guided and informed, and little or no protection is provided for motorists or workers throughout construction areas.
