In this paper, the need for a more scientific approach to traffic management in cities in Brazil is highlighted. A study of nine medium sized cities in the Sao Carlos region of the state of Sao Paulo was conducted. Some findings were that: (1) insufficient technical knowledge was available to manage urban traffic effectively; (2) only 20% of traffic control devices were placed and operated properly; (3) there was a low level of traffic enforcement; and (4) although over 70% of urban trips were made on public transport, priority was generally given to the private car on roads. In the past, financing of local problems such as traffic congestion, has been poor because most revenue was collected by the federal government. However, recent legislative changes will increase local revenue. Recommendations are made to improve traffic control methods in Brazilian cities.
