Transport for London (TfL) is responsible for 580 km of road in London, UK: the Transport for London Road Network or red route. These roads carry 35% of London's traffic. Effective transport management is essential to prevent congestion and to keep traffic flowing. TfL introduced camera enforcement to ensure that bus lanes remained clear. Three different types of analogue cameras are used: bus mounted, roadside and CCTV cameras. Effective enforcement has resulted in passenger time savings, buses travelling 12.6% faster in bus lanes than on normal roads, and increased pedal cycle usage. TfL has pioneered the development of a new Digital Traffic Enforcement System (DTES), which includes automatic vehicle location, automatic number plate recognition, cameras and communications. The way in which a contravention is captured and managed by the DTES is described. The elements of DTES already in use include a Smart car mounted camera, portable enforcement camera and a personal digital assistant (PDA) parking enforcement solution.(Author/publisher).
