Abstract

THE TECHNIQUE OF TIME-LAPSE CINEMATOGRAPHY FROM A MOVING VEHICLE WAS DEVELOPED TO FURNISH THE GREATEST POSSIBLE AMOUNT OF INFORMATION ON TRAFFIC FLOWS WITH THE LIMITED RESOURCES AVAILABLE. THE OVERALL OBJECTIVE WAS TO OBTAIN AN ESTIMATE OF TRAFFIC FLOWS AND JOURNEY TIMES ALONG SOME OF THE RADIAL ROUTES INTO EDINBURGH AND INITIALLY THE MOVING CAR OBSERVER METHOD WAS CONSIDERED. THIS APPROACH SUFFERED FROM THE DISADVANTAGES OF REQUIRING A CREW OF FOUR AND ONLY NUMERICAL RECORDS OF TRAFFIC CONDITIONS BEING OBTAINED. THE OTHER APPROACH CONSIDERED WAS TIME-LAPSE CINEMATOGRAPHY - A WELL PROVED AND ECONOMICAL TECHNIQUE FOR OBTAINING A PERMANENT RECORD OF A SERIES OF EVENTS. HOWEVER, FROM A FIXED CAMERA POSITION IT WAS NOT POSSIBLE TO STUDY SEVERAL MILES OF ROAD. BY COMBINING TIME-LAPSE CINEMATOGRAPHY AND THE MOVING CAR OBSERVER METHOD THE VEHICLE CREW WAS REDUCED, A PERMANENT RECORD OF VEHICLE (AND PEDESTRIAN) MOVEMENTS, HAZARDS AND OBSTRUCTIONS WAS OBTAINED AND A GREATER QUANTITY OF TRAFFIC ENGINEERING DATA WAS AVAILABLE FOR ANALYSIS.
