This study was commissioned by London Transport (LT) and the Department of the Environment Transport and the Regions (DETR). It is an assessment of what happens to traffic when capacity is reduced or reallocated from cars to other classes of vehicle. The overall objective of the study was to find a practical way of estimating the likely effect on traffic flows of selective reduction on highway capacity. In this report the modelling framework set out by MVA Ltd, the lead consultant to analyse travel behaviour is examined.
