This article describes an incident detection system which uses a video camera to detect stopped and slow moving vehicles. The system is installed on a steep curve (the Awaza curve) on the Hanshin motorway. It is also installed in the Haneda North Tunnel on Route B57. Details about the system design and layout, the function specification, and the detection algorithm are provided for each installation. Data about accidents and the effect the systems have upon driver speed are presented.
