Abstract

The need to understand more fully the affects of traffic management in and urban area would apply irrespective of economic conditions. The importance of the changing economic situation is that it will bring substantial extra pressure at the time when attitudes towards traffic management need to become more mature. The purpose of this paper is to try and set out the changing background against which traffic management is going to perform.
