Abstract

The road traffic system is important to the functioning of industrial society as it is today, and provides a means of satisfying many social needs. The structure of this system and its methodology of control are discussed earlier. This paper looks in more detail at a sub-set of the control system concerned with aspects of the control of the social costs associated with accidents and congestion.
