The paper deals with a theoretical analysis of the possibilities to increase the market share of public transport in the western sector of the Helsinki Metropolitan Area. Three strategies with a lower vs. higher level of action were studied. These strategies were combinations of the following measures: increase in the level of service of public transport, restriction of parking in the Inner City and a capacity restraint on the major motorway from west to the city. The results indicate that a change in the market share of public transport from 42 percent with no action to 60 percent with a strategy of very high level of action is possible.
