The effects of a traffic rearrangement away from the city centre in Uppsala were determined by the road behaviour registration method, as developed by the Planfor group. This method is based upon counting serious traffic conflict situations of road users, this being proportional to the risk for personal injuries. The method eliminates statistical analysis of actual road accidents, and thus works faster. It was shown that the average reduction in road accidents for the different categories was 5%. Further developments of the system to traffic regulation are indicated, e.g. with risk diagrams.
