Abstract

Using transportation problems as examples of the problems which various transportation planning agencies might be faced with, some of the areas where there is a need for evaluation criteria, are pointed out. It is found that such criteria are needed for defining roles, for judging the adequacy of existing and proposed programs, for resolving the debates between facility and service strategies and between the commuter and the transit-dependent.
