This project was undertaken in order to collect and synthesize the transit 13(c) decisions issued since publication of Selected Studies in Transportation Lou' (SSTL), Volume 6, Transit Labor 13(c) Decisions (49 U.S.C. 5333(b)), and to create an enhanced electronic search capability for all of the documents-a tool that was not available when Volume 6 was originally published. Only five decisions have been issued since Volume 6 was originally published. Consequently, a recompilation of Volume 6 is not necessary at this time. However, during this research investigation, the research team discovered that the United States Department of Labor (DOL) had compiled (but not published) the Employee Protection Digest (EPD)-a digest of decisions on employee 13(c) claims decided by DOL hearing officers. These decisions have been categorized and indexed so that they can be more easily searched and more useful for working on transit 13(c) matters. The EPD as presented in this publication contains a wealth of information for labor law practitioners that is currently not published elsewhere, is highly usable, and is an excellent resource for any attorney who works with 13(c) or other labor issues. This digest is an electronic adaptation of the EPD with indexes added according to subject matter and case names. Many will find the EPD as useful and instructive as the 13(c) certifications themselves because of the way the cases are summarized and searchable. This publication should be useful Ito transportation law practitioners with specific issues pertaining to employment claims, 13(c) interpretations, and how these issues have been decided at DOL.
