Abstract

Transport infrastructure (railways, roads, inland waterways) in Central and Eastern European countries necessitate considerable investment. A truly integrated pan-European network requires that pertinent criteria be established for building and modernising these infrastructures. This publication lays out the criteria for determining priority links: service quality, network coherence and efficiency. It also inventories financing possibilities for infrastructures and transport systems in this region by analysing the needs, sources, and mechanisms, as well as the insufficiencies and possibilities for improving current financing systems.
