Abstract

This is a summary of the primary conclusions and recommendations from thereport 'Transport Infrastructure Investment: Options for Efficiency', which was developed by a group of international experts under the Joint Transport Research Centre of the Organisation for Economic Co-operation and Development (OECD) and the International Transport Forum. The purpose of thatreport is to examine the elements that should be considered by governments in choosing appropriate models for the provision of surface transport infrastructure. This includes maintenance of old and investment in new capacity, as well as questions of financing. The primary focus is on roads and rail, and, to a lesser extent, inland waterways. This summary document is divided into two sections: a short list of key messages and a longer summary of conclusions and recommendations. The full report covers a wider range of issues, including: the overall challenge of providing surface transport infrastructure, and description of the available models; the current situation observed around the world; how borrowing for investment in surfacetransport infrastructure should be treated in public accounts; the potential benefits and limitations of different models for the provision of infrastructure, including the essential issue of risk sharing; the extent to which users should be expected to pay for infrastructure, and the potentialimpacts of this on efficiency; and key questions related to the design ofpublic private partnershipss, particularly their legal and regulatory frameworks and procurement processes.
