Abstract

This report compares the regulation of safety risks of the four principalmodes of commercial passenger transport in the UK: air, marine, rail, androad (including bus, coach and taxi). It looks at the structure of safetyregulation, how it is enforced and how accidents are investigated, including administrative and criminal law. The report is based around two principles: that transport services should provide the level of safety that society demands and for which it is prepared to pay; and that passengers and society expect a very high level of safety. It covers the measurement of public sentiment and attitudes, regulatory frameworks, implications, and action to improve regulation of passenger safety.
