This publication supersedes and updates "Roads and Traffic in Urban Areas", 1987 (IRRD 806485). The manual is intended to promote the design and management of transport infrastructure and systems of operation, consistent with the principles of sustainable development and integrated with broader urban environmental objectives. Greater importance has been placed on the roles of public transport, cycling and walking, with guidance on increasing their relative priority. The volume is divided into six parts. Part 1 (Issues, Responsibilities and Principles) provides an overview of the key issues, including the intrinsic importance of travel demand and transport supply. Part II (the transportation planning process) describes the context for urban transportation plans. Part III deals with issues relating to traffic safety and environmental management, including road safety, parking, traffic calming and control of speed, demand management, pedestrians, cycling, measures to assist public transport. Part IV deals with the highway and traffic considerations for development and covers the transport aspects of new developments. Part V deals with the development and design of highways and infrastructure schemes, and provides detailed design guidance on fixed track systems, highway links, priority junctions, roundabouts, traffic signal control, co-ordinated signal systems, signalised gyratories and grade separated junctions. Part VI reports on variations applying to Northern Ireland, Scotland and Wales. Each chapter provides an extensive list of references and sources.
