Uncertainty is and will continue to be a major factor influencing the management of transportation organizations. To respond successfully, transportation organizations must examine themselves and make necessary changes in many important aspects of the organization. This paper presents theoretical concepts useful for such an examination and suggests specific changes in organizational elements and procedures.
