The lack of data concerning the travel behaviour and needs special urban groups in due in part to the difficulty of obtaining meaningful information. Generally, communication is inadequate between transit authorities and those groups most in need of service. Experiments concerning the pricing structure of transit services are particularly relevant to the needs of dependent users. In connection with transportation system design, research is required to define the physical configuration of stations and vehicles. Public transportation systems are presently not designed to accommodate the physical and social needs of all members of the urban community. In fact, it would appear that those persons who need public transportation the most appear to the ones who are served the least.
