Abstract

The general approach toward safety today, particularly in transportation, shows a tendency to emphasize the "reactive " approach. System-wide prevention methods have not been widely considered until recently. This book is based on the postulate that safety is and should be organizational rather than an individual effort. An organizational though structure for creative use in solving problems of transport safety is presented. The step-by-step, or graduate, method logy for safety analysis is the beginning of such an overall approach.
