Abstract

Travel time reliability is a new item in our toolkit in understanding how the nations' roads are performing. This paper explores how travel time reliability can be expressed, what it means, what you can do with it, and what it "looks like," based on some experimenting we have been doing at the Federal Highway Administration (FHWA).
