Abstract

`Trolley 2000' is a new idea of the public transport association of the Dutch city of Arnhem. This plan foresees in the increase of the profit and in a decrease of the costs of public transport. Herewith the degree of cost-effectiveness, as formulated by the government, is being realised. The infrastructural measures, which are necessary for the `Trolley 2000', play an important role in this plan. Through these measures, travel time decreases. The decrease of travel time causes for a decrease of the operating costs. However, through a shorter travel time, the overall travel time for the traveller decreases. This results in an increase of travellers and, thus, in an increase of profits. Until `Trolley 2000' has been carried out, these measures have to be implemented in phases. These phases have to be determined on the basis of the influence of measures on costs and profits. As `Trolley 2000' is a high-quality transport product it is necessary to pay attention, not only to decreasing travel time and new material, but also to other aspects of quality. These aspects are: (dynamic) travel information; bus stops; reliability of the services; and communication with and to the traveller.
