The Transport Research Laboratory was requested to look at the factors affecting the turning flows at Motorway Service Areas, as part of a Highways Agency research project entitled `Motorway junction layout to increase capacity and safety at low cost'. To this end, TRL carried out a questionnaire survey of motorists at two service stations, and also one-day video surveys at these two MSAs and six others, to supplement and compare with data collected by means of video surveys at four MSAs in December 1994.
