Abstract

Road traffic safety is a multi-disciplinary science and the promotion thereof a very complex issue. Safety often impacts on mobility and a holistic approach is needed to bring about a satisfactory balance between mobility and safety. How can this holistic approach be realised and what are its effect on road traffic safety? This paper discusses the principles of the Traffic Management System and its strategies for the improvement of road traffic safety. The implementation of the Traffic Management System requires a process of organisational development whereby structures are created, evaluated and adapted in order to manage the System. In the short term the System is managed by experts in the various fields while they receive training in systems management. In the long term traffic practitioners are formally trained at tertiary education institutions. This total onslaught on road traffic unsafety will not only save lives but all efforts will be coordinated for ultimate cost-effectiveness. (The full paper is not included in these proceedings).
