Abstract

The Monitor-Merrimac Memorial Bridge Tunnel (MMMBT) is situated on the Interstate 664 between Newport News and Suffolk, Virginia, USA. It includes dual man-made portal islands, a 5.60 km twin-bridge trestle and a 1,463-m tunnel. The MMMBT carries nearly 45,000 vehicles a day. Traffic management is performed by TOMAC (tunnel operation maintenance and control). In 2001, the Virginia Department of Transportation released a pair of requests for proposal calling for the upgrade and modernisation of TOMAC and MMMBT's variable message sign controller. The initial upgrade was awarded to Advanced Traffic Control Inc. The new variable message sign controller and the replacement new tunnel operating network (NewTON) are described. The incident management process and NewTON's conflict resolution rules are outlined. For the covering abstract see ITRD E115762.
