Abstract

Although the general road situation has widely improved compared to that of the sixties, the current or past trends show the limits and lacks of massive actions aiming to specific sector or one sole objective. The fragmentary approaches of safety actions are jeopardized by inefficiency and have often shown variable results and partial improvements of road safety in most OECD countries. Facing this situation, there is a growing need for developing efforts to get over the established institutional structures.
