Abstract

In Japan, the National Police Agency (NPA) has been pushing forward the construction of a new traffic management system called the Universal Traffic Management System (UTMS) to cope with a rapid increase in the road traffic demand in recent years. This system is designed especially for the provision of precise information to the road users on wheels through two-way communication between each vehicle and a traffic control center by using infrared beacons.
