Abstract

This is the Final Report on phase 1 of a study commissioned by the Department for Transport (DfT) in September 2010, under Framework Commission PPRO 4/45/4, on updating the Department’s values of preventing fatalities (VPF) and values of preventing injuries (VPIs). This phase 1 study does not seek to establish new values for the VPF and VPIs. Phase 2, if a case is made and when it can be funded, will entail further empirical work. This present study does however make recommendations on the work needed to update the current values. It also makes recommendations for the refining of some elements, and for improving the presentation of the values, that could be implemented without further empirical work. The sole focus of this study is on road accidents. However the study has wider significance as the VPF derived for roads is also applied by DfT to other transport modes and it is adopted widely by other departments in non-transport policy applications – for example by the HSE in the context of workplace safety.
