Abstract

Transportation concurrency is defined as the provision of adequate transportation infrastructure at a community's adopted level of service standard, concurrent with the impacts of development. This article examines why transportation oncurrency exception areas (TCEA) were created in Florida and presents the legal framework and technical requirements for their implementation. The article also identifies which communities have implemented exception areas, with a focus on the City of Sarasota.
