Abstract

Urban mobility in most cities of the developing world, as a rule, is bad. The reasons and the possible solutions are fairly well known. However, not much improvement is seen. Why is this so? Several reasons are given; but the main reason i.e. institutional weakness, often goes unacknowledged. This paper discusses the present management of urban transport in Indian cities and recommends an institutional set up and the steps needed to make it effective. For the covering abstract see ITRD E116619.
