Abstract

Techniques of urban road appraisal were developed for the Department of Transport 1984- 5. The practical application of these methods is demonstrated in this study of Parliament Square. The objectives of the study were to improve:- the environment of Parliament Square;- pedestrian access to the central island; and - access to the Houses of Parliament; whilst - improving or maintaining traffic conditions in or near Parliament Square. This paper focusses on two aspects of the methodology of the study: the use of a problem- orientated approach and the use of frameworks to display the effects of the scheme.
