Abstract

The Austroads Road Safety Program established the Urban Speed Management Project to assist Australian governments develop a nationally harmonious urban speed management policy. This technical report has been prepared to consolidate the relevant information and to stimulate informed discussion on the issue of urban speed management. The approach adopted was to review and consolidate existing practices and available documentation relating to urban speed management and enforcement of speed limits; consider emerging issues of concern; and review the lessons learned from experience with changes in urban speed limits both in Australia and overseas. As many states had recently gone through the process of developing speed limit hierarchies for arterial roads, the study concentrated mainly on the local street network. (Author/publisher)
