Abstract

The specification for urban traffic management and control (UTMC) systems will revolutionise development and procurement of traffic management systems through the use of modular systems with data transfer defined by open standards. This will increase the number of suppliers, increase competition, maximise cost effectiveness and increase the range of tools available to manage transport networks. The paper: (1) sets out the objectives and scope of the specification and describes the final content; (2) discusses the documents which make up the specification describing the role of each and why the formats vary; and (3) sets out requirements for maintenance of the specification. The paper also illustrates how system procurers should illustrates how system procurers should use the documents to procure and expand UTMC systems in order to achieve the most efficient and cost effective solutions. It also highlights how to maximise the scope for potential development and also potential traps to avoid. The paper concludes by assessing the effects on the UK market of the specification and the potential worldwide implications.
