Abstract

Looking at both automobile and mass transportation in an area of West Philadelphia, a study of possible short-range improvements in traffic conditions, is reported. The development of alternative plans that are limited to improvements possible under TOPICS (Traffic Operation Program for Increasing Capacity and Safety) is shown, and the proper alternative to select to maximize benefits to all modes is suggested.
