Abstract

On January 1, 1978, Tennessee became the first state to have a law establishing safety requirements for child passengers under four years of age. A public information and education program to encourage the use of child restraint devices began at the same time the law went into effect. This paper evaluates the combined impact of the law and the promotional campaign for child restraint devices on usage rates.
