Abstract

Many trips undertaken by alcohol-impaired drivers originate at public drinking establishments. This paper examines the legal frame-work in which business licensed for the scale and on-premise consumption of alcohol beverages operate. It is concluded that there are constraints on the effectiveness of all legal approaches to encourage DWI intervention but that stepped-up enforcement offers more potential for encouraging intervention.
