Abstract

This paper is concerned with the effects of drivers using mobile telephones while driving. Experimental studies are reviewed along with epidemiological and specific studies of traffic accident reports. The review concentrates particularly on the comparison of hand-held and hands-free equipment and on relating the distraction of in-vehicle telephones to other in-vehicle devices and activities associated with driving. An annotated bibliography covering work over the last 25 years is provided. The paper notes that specific telephone-related legislation is in place in a number of countries and discusses possible approaches for the UK in promoting safety in this area including guidelines, standards and codes of practice.
