Use of TOPAZ for generating alternate land use schemes.

Abstract

A technique for the optimum placement of activities in zones (TOPAZ) is presented. The intent of the technique is to generate land use allocation schemes that are optimal according to some present objectives. The use of the technique, initially developed for use in Melbourne, was tested in Virginia.
