Valuation problems in roadside areas' junkyards.

Abstract

The control of junkyards are discussed in relation to the highway beautification desire. Methods of resolving the problem by a screening, zoning, nuisance approach and ultimate acquisition are discussed as related to the problem of valuation. Acquisition is concluded to be the best solution. In the example cited, two independent fee appraisals were obtained by the highway commission and two by the landowner. Much negotiation finally settled the value. Negotiation with both parties having identical goals is the practical approach which can be accomplished by a further definition of the responsibility of state highway departments.
