Abstract

This analysis has been developed to estimate the value of CityRail to the NSW community. It has been developed as a discussion paper to show the real value of CityRail from an economic framework, which takes into account costs and benefits that may not be reflected in monetary transactions. It accounts for rail user benefits, which are not reflected in the fares paid by CityRail passengers, as well as the value to road users from having less crowded roads and reduced road related costs in addition to environmental externalities associated with the metropolitan rail network. This document is a work in progress subject to continuous refinement as more information becomes available. Its primary purpose is to facilitate comparison and discussion concerning the wider community/economic and the narrower/accounting value of CityRail.
