Abstract

The primary thesis of the paper is that adapted concepts of value chain and value-net can be very useful for systematic evaluation of complex ITS benefits. In this context ITS benefits metrics are reviewed and relevant ITS stakeholders are identified. ITS value-net is marked as a synthesizing framework for evaluating ITS projects and business activities related with ITS. ITS projects may be succesful in providing customized services which effectively and efficiently satisfy end-user needs and provide adequate benefits for relevant stakeholders.
