Abstract

Our present uniform treatment of time savings does not allow level of service measures of the transport system to enter the economic evaluation process explicitly although value of time implicity includes some measure of the utility of travel. It would be desirable to separate the value of the travel experience from the opportunity value of the time saved although this may be difficult to achieve. Some doubts are expressed as to the validity of suppositions embodied in travel choice models used to derive travel time values.
