The purpose of this research was to indentify and validate measures of guide sign effectiveness applicable in the development of an operational traffic engineering tool to evaluate motorists' responses. Specific objectives associated with achieving the study purpose are as follows: (1) identification of current and promising measures of motorist response to guide signs; (2) comparison between candidate measures of motorist response and description of their interrelations; and (3) development of procedures for validating the most promising measures.
