`Veilig, wat heet veilig?': prioriteiten voor verder onderzoek : SWOV-voorstel voor de tweede fase van de uitwerking.

Abstract

In the report entitled Safe, What is safe? in late 2001, SWOV indicated how the annual number of road accident casualties could be reduced considerably. These proposals are to be considered as additions to the proposals that had been developed by the Ministry of Transport in the National Traffic and Transport Plan at that time. The purpose of the memorandum is, seen from a scientific perspective, to provide an impulse to the social discussion about further promoting road safety. Before initiating the implementation, many of the proposals require further elaboration. A broadly based committee has been formed to accompany this continuation. The first phase of the further elaboration took place in 2002; for this, a number of subjects were selected. The advisory committee, in order to make a selection for the second phase, agreed to score/weight the research questions for the following dimensions: - estimation of the potential road safety contribution; - costs (for the government and/or others); - expected opposition: extent of required and possible influencing of support; - phasing: at which stage can the results of our research be expected; - extent of overlap/possible interference with current activities of government and/or others. This report contains an overview of the above-mentioned scores. These scores were then used to make a research proposal. This research proposal contains the following subjects: - support for the 'avoidable accidents' criterion; - does more support result in more measures and a better compliance; - integrated approach to traffic and transport; - implementation of sustainably-safe: cohesion of measures; - compliance with credible (more flexible) speed limits; - black boxes and navigation systems for commercial traffic; - opportunities and threats of European policy; - rules and behaviour influencing; - novice motorists. Further ideas about questions and approach can be found in this report. We advise to carry out this research proposal.
