Abstract

The Dutch Minister of Transport, Public Works and Water Management has commissioned the Advisory Council for Transport, Public Works and Water Management (`Raad voor Verkeer en Waterstaat') to issue recommendations on safety policy. The Council's recommendations address safety issues relating to both transport and flood defences. They do not address internet security issues. In this report, the Council first identifies the problems, and outlines new developments. It goes on to present its vision and issues three general recommendations, which are then applied to a number of specific subsectors: air transport, the railways, shipping, road transport, underground transport, and flood defences. These recommendations are: (1) Opt for a joint approach to safety in all Transport, Public Works and Water Management sectors, and apply it with due regard for the distinguishing features of each; (2) Introduce or improve safety management, so that agencies can appraise the approach they have taken themselves, and take the next steps towards improving safety; and (3) ensure that the Ministry can play a more effective role as general director. It should not carry out tasks itself, but exercise control, set conditions and monitor progress.
