Abstract

This DVD contains all the deliverables from the VERA 1 and VERA 2 projects. Both projects were initiated in the 4th and 5th Framework Programs of the European Commission. Next to this, the DVD contains papers and presentations about the VERA 2 project, presented at ITS World and European congresses and at other congresses and seminars. All files are in PDF format. There is also a video movie on it, illustrating the key issues of cross border enforcement, that is to say, the fact that non-residents deliberately ignore traffic regulations when residing abroad, knowing that one can get away with that. VERA is the acronym for Video Enforcement by Road Authorities; initially this was meant to study and analyse the possible use and legitimacy of automated enforcement systems, recording and using digital images but it have developed into the main issue of cross border enforcement at the European Commission DG-TREN.
