The government is dependant on a body which has the instrument of measurement in its own hands and can report less accidents and victims if requested to examine if there were alternative sources, preferably already existing, of the number of accidents and /or casualties. If a reliable and consistent alternative could be found it could at least be used to check the trends as reported by the police, if not the absolute numbers. Nine alternative existing sources were a priori tested by comparing them to six criteria, of which by far the most important was independence from "Action minus 25%".
