Abstract

This advice was prompted by the observation that major spatial planning projects are increasingly subject to delays due to external safety problems. In other cases, external safety near risk sources is compromised by expanding new construction. This report deals with these tensions between spatial planning policy and safety policy. It has been drawn up by the Advisory Council for Transport, Public Works and Water Management in collaboration with the Advisory Council for Housing, Spatial Planning and the Environment because the work areas of these two organisations are closely interwoven with respect to these topics. Moreover, a joint position is a good starting point for drawing up a coherent external safety and spatial planning policy. The government is currently placing increasing emphasis on the links between these two policy areas and we would like to encourage this development. (Author/publisher)
